In a free market, you raise the compensation until you get enough workers. The problem with unions is that the workers get in, form a union, then use its monopoly position to force more favorable compensation terms by threat or acts to disrupt business operation. They should all be fired and replaced by newhires who pledge to stick to the initial employment contract on an at will basis. If the compensation has to be that high, then it's the market rate.
Monopoly hurts the consumers. In this case, we, the tax payers, are the consumers with no choice or escape inside the institution of States.

Police officers will tell you that their life expectancy is shorter than average people, firefighters are always sent to the most dangerous places.
The ones who should take the blame is politicans/so-called law makers. They are the ones who promised these illusion with tax payers' $$ in order to get/remain in power.
Unions will not compromise until State collapse financially.

Politicians shouldn't be allowed to write their own paychecks.
Labor unions are cancerous, as this story and those of GM and Chrysler show.
The only way out is to let states file bankruptcy to wipe out prior contractual obligations.
Sell your munis.
Let the state government go under and re-negotiate the whole package with unions or simply bust union gansters. There is no any other way out. Today's unions no longer represent their member's interests. They are just another special interest group.

in USA the official's corruption is "legal", this is a sad reality. no wonder so many people run for th office here. the so-call "equality" in the USA is only relative.
