The Snowstorm in January, very rare in southern China has provoked many arguing. People's responses to the disaster are different. The nation's railway system is facing the highest pressure, and run at its highest capacity. The Snow blast recorded in recent 50 years, has shown no signs to stop before Feb,4th to Feb, 5th. The temperature still very low till 9th of February. Highest official at Weather Forecast Bureau says in Beijing.
The extreme weather condition has influenced 20 out of 30 provinces, China almost at one time. Many cities and towns never experienced such a winter with so much snow ever, from 20-60 cm, by local history. 65 people dead reported, Reports are still coming in for the damages, and for the number of the people still suffering. Say almost one Billion people were affected and estimated the economy will loss 53 Billion in RMB Value; and 1.3 million army-force were involved in helping the situation. Xin-Hua New agency Reports
People are trying to figure out as many factors as they can out of the picture. Many started to debate how the system functions and the roles people played in this unusual mess, However, how about the nature, weather, and the global? But, to whom shall we blame for all these? Human or the Weather?
The desire to go home driven by the tradition of a family-union at Lunar Chinese New Year, which is only few days ahead, was the only cultural excuse of the tense and pressures, which felt both by the passengers or and the transporters at the other end. Tickets became scarce; as many commented and observed "a figure of 77 million people, could be a great challenge to any of the transportation system in the world," the 'Times Daily’ reports.
The 2nd of Feb, the Mayor of Shanghai Han-Zhen is very unhappy in the morning when he called officials who is in charge of the city’s transportation administration, he said, "it is not acceptable, as an duty official responsible for the city’s transportation administration, you and your office should at least know what's going on, go and make the information available and report now," he said to the audience at the Shanghai Local TV News-broadcasting.
The Chinese premier, Wen Jia-Bao, too, is on his trip to visit the disastrous areas for inspection and giving comfort to the people held in the train-station. He spoke to the people at the Chang-Sha Station, "I'm sorry for the situation, I know, you are suffering; but, the problem will be fixed," his visits and his words has touched many including old, children and women. "the new year is just a few days ahead, it's our tradition, so, I still wish you a happy new year of 2008," he said with a speaker hand-set in his hand.
Up till now, many scientists have been trying to give or offer some reasons causing the disaster. The Scientist at Central Weather Bureau, Beijing explains the weather might caused by the global warming; It’s still possible to fall after a few clear days, teperature still low in southern areas.
However, some other scientists pointed out, the Great Dam across the Yang-Zhi River, which completed in 2006. It has formed about 1,000 Sq kilometers of Lake-surface in the area, the huge amount of water body might be the reason mostly close to the heavy snowstorms and severe temperature drops.
The Switzerland specialists for weather changing said, "it is way too early to say, we might have to wait another 10 cold winters like these, before we can say anything as an answer more accurate,"
But still, some people are very positive. Mr. Sheen, the Chair Economist at Citibank World, he said: "the heavy snowfalls and the severe winter, on the other hand, might be good for the plants in the field, the cold winter and snow might kill the warms and insects that harmful for the agriculture"
So,the heavy snowfalls seems generally has evoked arguing and the debating on problems for people not only in transportation business, but the scientist, Economist, and officials at all levels of government as well. At the global level too, some questions and concerns still remained for scientists, economists, environmental politicians by large at international level.
