When I was in Washington DC, Washington Post had a report on how Democrats rented bus on Black wards and allowed black to get on the bus and the bus will then go to the polling station so black can vote. It said it is illegal but no one told the official anything since there was not really any Republican in black area. Why it is illegal? Since most of the blacks will not bother to spend the time to go to polling station to vote so any outside influence was considered illegal. But they did it anyway.
