Hi, me again. I think we can move on from it now. Yes, rules, rules are man-made.
What you are trying to dig out is that if this master had used the hexameter instead of the pentameter. Fron the rules to count the syllables nowadays, that sentence is hexameter. I don't know what the rules were more than 400 years ago.
However, I did read some experts pointed out this master didn't follow the meter occasionally.
Besides, you are a good poet of Chinese metered poem. You can break the rules if there is a good artistic content.

The vowels a, e, i, o, u are the constituent to count a syllable, in which a consonant can be found at the front or at end or both. Definitely, that sentence has 12 syllables.

If you divide feet like this, then the line "WhereON the STARS in SEcret INfluENCE comMENT, would have six, instead of five syllable groups. There must be something wrong here, right?
