You're right. It's hard to find a lot of people sipping a cup of coffee, relaxing, and enjoying the sunshine outdoors there. There very few walking souls on the street during the weekend, except for those who walk dogs, visitors, or wanderers. In contrast, the food court in any indoor mall is always busy. The high temperature is one issue, but culture is probably the real reason. Texas is not that European:))
