摘要隱蔽的政權更迭是治國理政的國家用來在國外促進其國家安全利益的常用工具。本研究采用了冷戰期間所有美國支持的秘密政權更迭嚐試的原始數據集。它表明，美國嚐試的政權更迭次數比眾所周知的要多得多，因為華盛頓在這些任務中進行秘密幹預——而不是公開幹預——的頻率是其十倍：64 次秘密政權更迭嚐試與 6 次公開幹預。在廣泛的檔案研究的基礎上，這篇文章然後對美國發起冷戰政權更迭的原因進行了理論化，哪些類型的國際爭端最有可能引發幹預，以及為什麽美國決策者絕大多數更傾向於在政權更迭行動中進行秘密幹預。

美國參與的政權更迭

蘇聯解體後，美國依舊領導或支持了一些戰爭，並以此決定了一些國家的政權更迭。在這些衝突中，美國自稱的目標包括反恐，比如阿富汗戰爭，或消除大規模殺傷性武器，如伊拉克戰爭。

法律

美國在1945年簽署批準了[156]《聯合國憲章》[157]，使得美國置於該憲章的司法管轄之下，而聯合國憲章第二條第四款就規定：不得使用威脅或武力侵害他國領土完整或政治獨立。[158]
