【導讀】 本文為傑弗裏·薩克斯教授參加今年9月28日至30日舉辦的雅典民主論壇期間的發言節選。當主持人問及“對於過去10年來,民主在中國和俄羅斯的發展情況有何看法”時,薩克斯談到應審視美國的種族主義、帝國主義霸權,遭主持人打斷。

傑弗裏·薩克斯:

我的感受是,不同國家有根植於悠久曆史的,深遠的政治文化與傳統。不管其他人如何評價,這些文化真實存在,持久地影響那些國家,而且與西方文化不同,他們不會基於簡單的標準評價一切,像我們西方一樣,認定某件事是最好的,另一件事是最糟糕的。我們需要一種溝通方式,我非常欣賞也同意你剛才說的。

相比西方,中俄兩國有不同的一套話語敘事體係,這些敘事各自有值得借鑒之處。在一個不同敘事交織的世界,為了解決各種問題,我們應該在現有基礎上,進一步加強彼此間的溝通。拿美國來說,我在這裏強調的是美國的政治精英,他們除了指指點點、厲聲埋怨或者其它的過分行為外,壓根不願意同中國的政治精英好好對話。當然,我們的人甚至不願同俄羅斯領導人或外交官握手。在我作為經濟顧問,與各國政府打交道的42年職業生涯裏,我一直在傾聽來自不同國家的敘事,考察不同位置上的各方觀點,並從中獲益良多。我始終認為,如果你能與對方坐下來好好談,雙方其實可以達成某些合作。

讓我舉例來詳細說明。今天的中國,看上去與漢朝時代的中國一脈相承。它依然是一個在儒家文化影響下,中央化的、行政管理的國家,保留了職業官僚選賢任能的傳統。我經常與中國政府高官們交流,我發現,他們是我接觸過的,全世界最專業的官員。我做演講時,他們是看得懂提綱的。他們不但精通本職工作,還受過良好訓練,偶爾會向我請教問題。在一個中央化的行政管理體係下,官員們在職業崗位上追求卓越。這是一種傳承超過2000年的政治文化。

如果你再去看俄羅斯,它看上去很大程度就像……普京與沙皇有許多相似之處,這並不完全是意外。俄羅斯曆來有信奉權威的文化,捍衛傳統的文化。

而當我審視自己的國家,美國,它是一個半民主、白人主導的等級製度下,充滿種族主義的社會,其使命是維護統治精英的特權,這就是1787年美國創立時的初衷,一個蓄奴的、執行種族滅絕的國家,為了延續白人文化而屠殺印第安原住民。令人驚訝的是,今天的美國看上去還是老樣子,盡管我們的社會確實比過去更加多元化。(主持人打斷失敗...)

這些是非常深遠的文化差異。但我們不應該簡單粗暴地去討論民主……這些都很重要,但真正重要的是我昨天晚上談到的細節,對柏拉圖來說,民主體製是最不值得追求的,被視作敵人……(柏拉圖)在《理想國》一書裏推崇哲學王的統治;亞裏士多德追求的,則是更加複雜、微妙的治理體製:混合了明君製、精英製與共和製,當然(統治者)得是在德性高尚的一邊……

最後我還想就民主提一點,既然我們正參加一個討論民主的論壇。我們默認民主政體的國家是善良的。然而截至19世紀,全世界最殘暴的國家,可能也是全世界民主程度數一數二的國家——大英帝國。你可以對內實行民主,同時對外無情地揮舞帝國主義屠刀。自1950年以來,全世界最殘暴的國家一直都是美國……(被主持人打斷)

The Athens Democracy Forum turns 10 this year and is marking this milestone with a rich roster of distinguished speakers, presenting their views on the theme: “A Decade of Democracy: Now What?” 

Speakers will include European Commission President Ursula von der Leyen, Greek President Katerina Sakellaropoulou and her Ukrainian counterpart Volodymyr Zelenskyy, the United Nations’ former secretary-general, Ban Ki-Moon, and its Deputy High Commissioner for Human Rights Nada Al-Nashif, and Columbia University professor Jeffrey Sachs, among many others.
