I don't understand how he could make such mistake 2. He said everybody would understand "RFE" -- requesting for extended doucment? he said he filed the application before Feb 10, but INS requested for additional document which he submitted and that's why the receipt date was March 10.

I understand once I left the company, I shouldn't have expected company do anything special for me, but if they do not leave this gap, I wouldn't have to pay for the additional 1000 dollars. I submitted all my document since last Dec. and was never asked to submit any additional document.

Because of the gap, the current company can not file the h1b transfer!

This was purely because they delayed the submission of the documentation for extension.

I don't understand how can one be able to submit the document without the previous company aware of it. I need a employment letter from the previous company when the current company trying to file the h1b transfer for me. Employment Letter is one of the document required.
