Check the recipt date on your H-1B extension application. If it is 3/10, there is a gap of a month between your H-1B expiration date and your filing date. I think that either your previous lawyer did not file the application timely or the initial filing was returned due to a lawyer's mistake. It is the latter if your lawyer can show you a post office receipt proving that the case was sent to CIS before 2/1. If the latter is the case, you may still have hope the extension will be approved in the end. And that is the reason that your current lawyer asking you to switch to the fast track.
