舜帝離開後不久，塵香就接到了縣裏發來的舜禹行宮改造工程投標邀請。公司經理就根據發下來的設計寫出了預算項目清單，交給塵香和塵凡看。這哥倆看不懂，就同意了。塵香就把預算項目的清單交給了做預算的公司。公司經理看過預算公司做的預算後，什麽也沒說，就簽字了。在開標的前一天晚上，公司經理拿出了一份文檔，說那是大禹被捕前留給他的，是以前舜禹行宮竣工驗收的備用檔案，交代他倆明天帶著這文件去參加開標會。
這哥倆打開一看，樂了，發現裏麵有一份由大禹和這位公司經理做的地質勘查報告。報告中大禹在這塊地上均勻分布式地挖過40個深坑。塵凡對哥哥說： “我看這份文件對咱倆挖洞有用，明天開標用不著。但我覺得還是把它備份下來，以免明天這些文件都被沒收了。”
Shortly after Emperor Shun left, Dust-Scent received an invitation from the county to bid for the renovation of the Shun Yu Migration Palace. The company manager wrote a list of budget items based on the design sent down and gave it to Dust-Scent and Dust-Mortal to read. The two brothers couldn't understand it, so they agreed. Dust-Scent gave the list of budget items to the company that made the budget. After the company manager looked at the budget made by the budget company, he signed it without saying anything. The night before the bid opening, the company manager took out a document and said that it was left to him by White-King Yu before he was arrested. It was a backup file for the completion acceptance of the Shun Yu Migration Palace. He told them to bring this document to the bid opening meeting tomorrow.
The two brothers opened it and were delighted to find a geological survey report made by White-King Yu and the company manager. The report showed that White-King Yu had dug 40 deep pits evenly distributed on the land. Dust-Mortal said to his brother: "I think this document is useful for us to dig holes, it is not needed for the bid opening tomorrow. But I think it is better to back it up in case all these documents are confiscated tomorrow."
塵香回答：“那我把雷峰塔地基的施工驗收報告抄下來吧！”
第二天開標會上，宣布報價時，塵香的報價低，排在了第三位。招標方要求塵凡補充說明幾項工程沒做預算的原因。塵香就把他公司經理提供的材料交給招標商。一段時間後，縣政府通知塵香，他的公司中標了。
Dust-Scent replied: "Then I will copy down the construction acceptance report of the Leifeng Pagoda foundation!"
At the bid opening meeting the next day, when the bids were announced, Dust-Incense's bid was low and ranked third. The tenderer asked Dust-Mortal to explain why several projects were not budgeted. Dust-Scent handed the materials provided by his company manager to the tenderer. After a while, the county government notified Dust-Scent that his company had won the bid.

塵香雇了兩個采購員夥同政府派來的三個官員一起去采購木材。他發現這三個政府官員是采購專家，在木材商廠家直接做實驗，就天天請他們喝酒吃肉。事後，三個政府官員和他自己雇傭的兩個采購員都向木材商索要回扣。三千兩銀子花出去之後，塵香擔心了，對三個政府官員說：“工地還沒開工呢，這麽多的錢就花出去了。如果虧損了，我賠不起啊！”
三個政府官員笑著回答：“小兄弟！你的這個工程不一樣，計料不計工。等咱到家之後，你就已經賺了300兩銀子的利潤了。做這個工程隻賺不賠！”
Dust-Scent hired two purchasers to go with three government officials to purchase timber. He found out that the three government officials were purchasing experts who did experiments directly at the timber manufacturer, so he invited them to drink and eat meat every day. Afterwards, the three government officials and the two purchasers he hired asked for kickbacks from the timber manufacturer. After spending three thousand taels of silver, Dust-Scent was worried and said to the three government officials: "The construction site hasn't started yet, and so much money has been spent. If there is a loss, I can't afford it!"
The three government officials smiled and replied: "Little brother! Your project is different. It only counts materials but not labor. When we get home, you will have made a profit of 300 taels of silver. This project is profitable and not loss-making!"
回到家之後，塵香問公司經理：“那三個政府官員說的是真話嗎？”
經理回答：“這個工程的施工已經依照成熟的施工步驟，分解成了許多具體項目。如果按照施工進度表和預算逐步實施，認真做好每一項工作，虧損的可能性很小。”
塵香拿出了300兩銀子的利潤分給了三個政府官員，要跟他們合作：把這工程15%利潤的一半分給他們，由他們三個負責采購工作。那三個政府官員回答：“我們不占你的便宜；你把利潤的三分之一給我們就夠了！”
塵香回答：“我願意分給你們一半利潤！”
After returning home, Dust-Scent asked the company manager, “Are those three government officials telling the truth?”
The manager replied, “The construction of this project has been broken down into many specific projects in accordance with proven construction procedures. If it is implemented step by step in accordance with the construction schedule and budget, and every job is done carefully, the possibility of loss is very small.”
Dust-Scent took out 300 taels of silver profit and divided it among three government officials to cooperate with them: half of the 15% profit of this project would be divided among them, and the three of them would oversee the procurement work. The three government officials replied, “We won't take advantage of you; it's enough for you to give us one-third of the profit!”
Dust-Scent replied, “I'm willing to share half of the profits!”
這三個政府官員私下討論了一會兒關於如何掌握塵香犯罪的證據，來製約他。他們回來說：“我們為你在政府裏辦件事後，咱們的合作協議就生效了！”
塵香回答：“我也想當官！”
幾天後，那三個政府官員來找塵香，說：“咱們縣政府有三十多位官，其中隻有九位是中華帝國的公務員。你要當公務員我們辦不了。其它的縣政府雇來的工作人員，也有一部分是官。如果你想當這種不是帝國政府注冊的官員，我們可以幫忙。”
塵香回答：“是官就行！”
These three government officials discussed privately for a while about how to get hold of evidence of Dust-Incense's crimes to restrain him. They came back and said, “After we do something for you in the government, our cooperation agreement will come into effect!”
Dust-Scent replied, “I want to be a government official too!”
A few days later, those three government officials came to Dust-Scent and said, “There are more than thirty officials in our county government, and only nine of them are civil servants of Chinese Empire. We can't do it if you want to be a civil servant. Some of the other staff hired by the county government are also officials. If you want to be this kind of official who is not registered with the Imperial government, we can help.”
Dust-Scent replied, “Just be an official!”
那三個政府官員立刻高興了，說：“現在檔案庫缺一位保管員。這個工作的優點是你若不去上班，你可以把檔案庫的鑰匙掛在縣長秘書的抽屜上。我們覺得這工作挺合適你，因為你時常要回來照顧這個工地。”
塵香回答：“倉庫不漏雨，我就沒事。這個工作挺好，我想幹，但這個工作是官嗎？”
三個帝國政府的公務員立刻回答：“這工作當然是官。是不是官你得看俸祿的高低。檔案庫保管員的薪水是非國家公務員的官中，薪水比較高的。如果你接受了這份工作，咱們合夥幹這舜禹行宮整修工程的合同立刻生效。”
塵香回答：“好！我明天早晨去縣政府上班！”
The three government officials were immediately pleased and said, “There is a shortage of a custodian for the archives. The advantage of this job is that if you don't go to work, you can have the key to the archive hanging on the drawer of the governor's secretary. We think this job is quite suitable for you because you must come back from time to time to take care of this site.”
Dust-Scent replied, “I'll be fine if the warehouse doesn't leak. This job is quite good, and I want to do it, but is this job official?”
Three civil servants of the Imperial Government immediately replied, “Of course this job is official. Whether it is an official or not you have to see how high the salary is. The salary of an archivist is one of the higher salaries among the non-state civil servants. If you accept this job, the contract for our partnership in the refurbishment of Shun Yu's palace will take effect immediately.”
Dust-Scent replied, “Good! I'll go to work at the county government tomorrow morning!”
3.6.5-3輪回孽槃 Cycling Karma Base
第二天早晨，塵香就來到縣政府報到了。那三個辦理采購的公務員把他介紹給了縣長的秘書。秘書領著塵香到檔案庫裏給他介紹檔案的編碼，然後就把檔案室的鑰匙交給了他。塵香就自己檢查檔案室的屋頂，發現了三塊瓦片裂了。他就自己去建材市場買了三塊瓦把屋頂的漏雨處補好了。然後就坐在縣衙門的門口和人嘮嗑。他在打聽如何製作假身份證。
塵香幾天就聽明白了檔案室的秘密。原來檔案室裏的戶籍和個人曆史記錄是根據皇曆（即萬年曆）的原理編碼的。這些編碼是從以前的記錄算出來的。每一個記錄都會有漣漪似的擴散效應。比如一個人的出生記錄會計入檔案（孽槃）；幾年後他的數據就會進入周圍49個縣的孽槃。這樣就沒人能夠造出從出生開始的假身份，因為更改涅盤的工作量大，造出一個18歲的年輕人要更改周圍49縣，甚至多個州的孽槃。這個檔案的機製已經在堯帝登基時全國聯網了，即已經形成了一個中華帝國大孽槃。
The next morning, Dust-Scent reported to the county government. The three civil servants who handled the procurement introduced him to the secretary of the prefect. The secretary led Dust-Scent to the archives and introduced him to the coding of the archives and then handed him the key to the archives room. Dust-Scent then checked the roof of the archive room himself and found three tiles cracked. He then went to the building materials market by himself and bought three tiles to patch up the leaks in the roof. Then he sat at the door of the county courthouse and chattered with someone. He was inquiring about how to make fake ID cards.
Dust-Scent heard the secrets of the archive room in a few days. It turned out that the civil and personal history records in the archive room were coded according to the principles of the White-King calendar (i.e., the almanac). These codes were calculated from previous records. Each record has a ripple-like spreading effect. For example, a person's birth record would be counted in the archives (Karma Base); after a few years his data would go into the Karma Base of the surrounding 49 counties. This way no one can create a false identity from birth, because the amount of work involved in changing the Karma Base is so great that creating an 18-year-old would require changing the Karma Base of the surrounding 49 counties, or even multiple states. The mechanism of this archive was already connected nationwide when White-King Yao ascended the throne, i.e., a great Chinese Imperial Karma Base had been created.
