世界第七大富豪比爾·蓋茨表示，中國的崛起是“世界的巨大勝利”，但中美在全球發展和領導力方麵的差距“令人難以置信”。
蓋茨先生正在澳大利亞進行一係列演講並休假，周一他在悉尼洛伊研究所發表講話，稱美國政治地位的減弱“令世界擔憂”。
“當前的世界體係是圍繞美國的領導地位構建的，”蓋茨先生說。
“隨著其他國家變得更加富裕，包括中國和印度在內的這些中等收入國家需要在世界治理中發揮強有力的作用，而美國如何鞏固並發揮我們獨特的作用，尤其是在我們政治兩極分化的情況下，這其中有很多值得擔憂的地方。”

“令人悲哀的是，你知道，我們正在走向這樣一個世界：至少在未來十年內，人們——當然是美國——依賴中國產品的意願將會很低，這將導致嚴重的效率低下，”他說道。
“但創新的數量，也就是人類整體狀況的改善，仍將是巨大的。我們將治愈肥胖症，我們將治愈癌症，我們將根除脊髓灰質炎。因此，人們很容易對其中一些趨勢產生過於負麵的看法，而這種看法並不公平。”

蓋茨先生表示，俄羅斯入侵烏克蘭的“令人難以置信的悲劇”將遠遠超出烏克蘭的地理範圍，戰爭不僅浪費資源，還將世界注意力從需要支持的發展中國家轉移開來。

The world’s seventh-richest man, Bill Gates, says China’s rise has been a “huge win for the world” but the global development and leadership gap between the US and China is “unbelievable”.
Mr Gates, in Australia for a series of talks and a holiday, spoke on Monday at the Lowy Institute in Sydney, where he described the weaker political position of the US as “scary for the world”.
“The current world system is designed around US leadership,” Mr Gates said.
“And as other countries have gotten richer, these middle income countries, including China and India, need to play a strong role in world governance and how the US seeds the kind of unique role we’ve had and makes that work, particularly given our political polarisation, there’s a lot to worry about there.”
Mr Gates, the co-chair of the Bill and Melinda Gates Foundation, the former founder of Microsoft and whose wealth is estimated at $147.6 billion, said actions of former president Donald Trump in leaving the World Health Organisation had been damaging for the global standing and reputation of the US.
He said the consequences were that it was no longer as clear as it was 10 years ago or so that any role the US played in global affairs would benefit the entire world.
He also said China’s portion of the global economy and population exactly matched.
“I tend to see China’s rise as a huge win for the world,” Mr Gates said. “I mean, that’s 20 per cent of humanity.
“China is a very innovative country, very important, you know, arguably the number two innovator, but the distance (from the US) is unbelievable.”
Mr Gates, whose foundation has spent years tackling endemic diseases like malaria and developing world economic challenges, urged further government and philanthropic action on tackling climate change to help prevent environmental degradation that adds to the disease burden and economic disruption.
He met with Prime Minister Anthony Albanese at the weekend to discuss health and climate change issues.
“Climate change is worth investing in massively, is because it will get worse and worse over time,” Mr Gates said.
“And if you allow the warming to go to an extreme level, say, three degrees centigrade to four degrees centigrade, then all sorts of natural natural ecosystems disappear. And in all sorts of places in the world, you can’t do outdoor work.”
Throwing his weight behind the need for copper, lithium and cobalt as part of the needs of the green energy switch, Mr Gates hoped the world would not be “autarkic” — or that nations would not be closed off to trade — about making them available.
“It is sad that, you know, we’re devolving into a world where the willingness — certainly of the US — to be dependent on things from China, at least for a decade here will be low, and it’ll create significant inefficiencies,” he said.
“But the amount of innovation that is the improvement overall in the human condition is still going to be dramatic. We will cure obesity, we will cure cancer, we will eradicate polio. And so it’s easy to get a more negative view of some of these trends than is really fair.
“I’m still very optimistic that it’d be much better to be born 20 years from now, 40 years from now, 60 years from now than any time in the past.”
Mr Gates said the “incredible tragedy” of Russia’s invasion would be felt far beyond the geographic reaches of Ukraine, with war wasting resources and diverting attention of the world from developing nations in need of support.
He said the war had pushed achieving the United Nations 2030 Sustainable Development Goals off track and the longer it persisted, the longer that would be postponed.
Mr Gates said he preferred renewable energy over nuclear, saying even if nuclear “succeeds”, the world would still be powered between 60 to 70 per cent by renewables.
“It’s just a question of do we have that as a baseload capability?” he said. “I think the world is under invested in those innovations, because they could make a huge difference.”
The one-time tech titan also said misinformation fuelled political polarisation, which was one of the world’s biggest problems.
“I’m dying to help get behind some young person who has AI approaches to it that I haven’t come up with,” he said.

China’s rise to a leading economy in recent decades has been “a huge win for the world,” but the U.S. and China currently face a lose-lose mentality in their relations, Microsoft co-founder and billionaire Bill Gates said at a forum in Australia on Monday.
“I do think the current mentality of the U.S. to China — and which is reciprocated — is kind of a lose-lose mentality,” Gates said.
“If you ask U.S. politicians: ‘Hey, would you like the Chinese economy to shrink by 20% or grow by 20%?’ I'm afraid they would vote that ‘Yeah, let’s immiserate those people,' not understanding that for the global economy, the invention of cancer drugs (and) the solution of climate change, we're all in this together. We’re humans. We innovate together, and we have to change the modern industrial economy together in a pretty dramatic fashion."
“I’m very aligned with (Australia’s former prime minister) Kevin Rudd on this,” Gates said. “In the U.S., we’d be in a minority, where people are kind of hawkish. I think that could be self-fulfilling in a very negative way.”

Ties between the U.S. and China have been strained over geopolitical issues – most notably Taiwan – as well as trade disagreements.
Gates, 67, has a fortune worth $103.2 billion on the Forbes Real-Time Billionaires List today.

中國外交部發言人2022年12月1日在例行記者會上就有關影響中美兩國和世界的問題表示，雙方團隊應將兩國元首達成的共識落到實處，按照兩國元首確定的工作重點，保持對話溝通，管控矛盾分歧，推動交往合作，為中美關係增添正能量、裝上安全閥，為動蕩變革的世界注入穩定性和確定性。
