什麽是equity？

最近一段時間，馬裏蘭州蒙哥馬利郡關於天才班（gifted program）教育的改革議案在華人家長中引起了軒然大波。其改革的主要方向是放棄現有的不分種族背景的選拔標準，而要把種族背景加進去，使班裏的人數與種族的人口數相匹配。蒙郡的教育官員表示，現行的選拔標準是公平equality，但是不公正equity。隻有班裏的人數與種族的人口數相配了，才是equity,才算達到了他們心目中的公正。

本人本著科技工作者特有的嚴謹思維，仔細研究了一下equity的定義，這是我的發現，

（1）簡單的定義，

根據dictionary.com,

the quality of being fair or impartial; fairness; impartiality. something that is fair and just.

根據http://www.merriam-webster.com/dictionary/equity，

fairness or justice in the way people are treated。

在這個簡單的定義裏麵，根本就沒有race的影子。

（2）詳細的，有針對性的定義，著名的維基百科，

這個太長，就不全copy過來了。好吧，這裏麵倒是專門提到了racial equity in education, 看看是怎麽說的。

“From a scientific point of view, the human species is a single species. It is therefore misleading to use divisive terms such as races and racial groups. Nevertheless, the term racial group is enshrined in legislation, and phrases such as race equality and race relations are in widespread official use. Racial equity in education means the assignment of students to public schools and within schools without regard to their race. This includes providing students with a full opportunity for participation in all educational programs regardless of their race.”

看見沒有，真正的equity就完全不應該考慮race背景！

蒙郡的教育官員是否真的愚蠢到認識不到這一點？顯然不是的。任何不正當的行為，都要給自己找一個冠冕堂皇的理由。荒謬的提案，披上一個正義的外殼，立馬就顯得理直氣壯起來，就具有了迷惑性。不是嗎，已經有人表示，反對equity。 蒙郡的教育局這種偷換概念，掛羊頭，賣狗肉的做法確實很有欺騙性。

所以，我們不反對equity, 我們反對的是打著equity的幌子，而做against equity的事情。
