I believe you are mistaken. The Democrats have no requirement for admissions to colleges and universities. The various colleges and universities have decided on their own admission standards, which are supported by the U.S. Supreme Court (4-3), and the National Asian Pacific American Bar Association.

I believe you are also mistaken. The Obama administration deported more people than any other U.S. president. Further, there has been a net outflow of Mexicans from the U.S. for several years.
Obama did sign an executive order to prevent the deportation (not admission) of 5 million people (which was suspended by the courts). That, however, did not "admit" illegal immigrants into the U.S.
