"A person who is laid off is out of work through no fault of his/her own." - That's what she wants.
"A person who quits work or is fired from work will be scheduled to a telephone interview because there is a separation issue that must be resolved." - That's what she doesn't want because most employers will not admit at the interview that the person is out of work through no fault of his/her own, otherwise the person will just be laid off, not fired or forced to quit.
The employer does not want give her lay off not for image purpose, but for financial purpose instead.
