【昨日“兩會”記者招待會上，精彩一幕】
外交部長王毅: 台灣是中國的領土，台灣問題是中國的內政。二戰時期，中美英三國元首發表的《開羅宣言》明確規定日本必須將侵占中國的台灣、澎湖列島歸還給中國，這是無可否認的事實。
記者: 當時的中國元首是否蔣中正?他所代表的中國是否中華民國?
王毅: ……語塞。
記者: 我記得《開羅宣言》原文是這樣寫的:『日本侵占中國的領土，例如滿洲、台灣、澎湖列島等，歸還中華民國。」是否如此?
王毅又一次語塞。
記者: 既然《開羅宣言》規定台灣、澎湖列島歸還中華民國，與貴國也就是中華人民共和國何幹?你們豈非越俎代庖?
王毅: 無言以對。

Cairo Declaration
羅斯福總統、蔣委員長、丘吉爾首相偕同各該國軍事與外交顧問人員，在北非舉行會議，業已完畢，茲發表概括之聲明如下：
President Roosevelt, Generalissimo Chiang Kai-shek and Prime Minister Churchill, together with their respective military and diplomatic advisers, have completed a conference in North Africa. The following general statement was issued:
三國軍事方麵人員關於今後對日作戰計劃，已獲得一致意見，我三大盟國決心以不鬆弛之壓力從海陸空各方麵加諸殘暴之敵人，此項壓力已經在增長之中。
The several military missions have agreed upon future military operations against Japan. The Three Great Allies expressed their resolve to bring unrelenting pressure against their brutal enemies by sea, land, and air. This pressure is already rising.
我三大盟國此次進行戰爭之目的，在於製止及懲罰日本之侵略，三國決不為自己圖利，亦無拓展領土之意思。
The Three Great Allies are fighting this war to restrain and punish the aggression of Japan. They covet no gain for themselves and have no thought of territorial expansion.
三國之宗旨，在剝奪日本自從一九一四年第一次世界大戰開始後在太平洋上所奪得或占領之一切島嶼；在使日本所竊取於中國之領土，例如東北四省、台灣、澎湖群島等，歸還中華民國；其他日本以武力或貪欲所攫取之土地，亦務將日本驅逐出境；我三大盟國稔知朝鮮人民所受之奴隸待遇，決定在相當時期，使朝鮮自由與獨立。
It is their purpose that Japan shall be stripped of all the islands in the Pacific which she has seized or occupied since the beginning of the first World War in 1914, and that all the territories Japan has stolen from the Chinese, such as Manchuria, Formosa, and The Pescadores, shall be restored to the Republic of China. Japan will also be expelled from all other territories which she has taken by violence and greed. The aforesaid three great powers, mindful of the enslavement of the people of Korea, are determined that in due course Korea shall become free and independent.
根據以上所認定之各項目標，並與其他對日作戰之聯合國目標相一致，我三大盟國將堅忍進行其重大而長期之戰爭，以獲得日本之無條件投降。
With these objects in view the three Allies, in harmony with those of the United Nations at war with Japan, will continue to persevere in the serious and prolonged operations necessary to procure the unconditional surrender of Japan.
波茨坦公告
Potsdam Declaration
（一）餘等美國總統、中國國民政府主席及英國首相，代表餘等億萬國民，業經會商並同意對日本提出勸告，予以一機會以向三國無條件投降，免日本全體人民遭受戰爭之慘禍。
1. We-the President of the United States, the President of the National Government of the Republic of China, and the Prime Minister of Great Britain, representing the hundreds of millions of our countrymen, have conferred and agree that Japan shall be given an opportunity to end this war.
（二）三國陸海空部隊已增強多倍，其由西方調來之軍隊及空軍即將予日本以最後之打擊。彼等之武力受所有聯合國之決心之支持，對日本全麵作戰，不至其停止抵抗不止。
2. The prodigious land, sea and air forces of the United States, the British Empire and of China, many times reinforced by their armies and air fleets from the west, are poised to strike the final blows upon Japan. This military power is sustained and inspired by the determination of all the Allied Nations to prosecute the war against Japan until she ceases to resist.
（三）德國無效果及無意識抵抗全世界自由人民之力量所得之結果彰彰在前，可為日本人民之殷鑒。此種力量，當其對付抵抗納粹時，不得不將德國人民全體之土地工業及其生活方式摧殘殆盡。但現在集中對付日本之力量則較之更為龐大不可衡量，吾等之軍力加以吾人之堅決意誌為後盾，若予以全部使用，必將使日本軍隊完全毀滅，無可逃避，而日本之本土亦終必全部殘毀。
3. The result of the futile and senseless German resistance to the might of the aroused free peoples of the world stands forth in awful clarity as an example to the people of Japan. The might that now converges on Japan is immeasurably greater than that which, when applied to the resisting Nazis, necessarily laid waste to the lands, the industry and the method of life of the whole German people. The full application of our military power, backed by our resolve, will mean the inevitable and complete destruction of the Japanese armed forces and just as inevitably the utter devastation of the Japanese homeland.
（四）時機業已到來，日本必須決定一途：其將繼續受其一意孤行計算錯誤而將日本帝國陷於完全毀滅之境之軍人統製？抑或走向理智之路？
4. The time has come for Japan to decide whether she will continue to be controlled by those self-willed militaristic advisers whose unintelligent calculations have brought the Empire of Japan to the threshold of annihilation, or whether she will follow the path of reason.
（五）以下為吾人之條件，吾人決不許更改，亦無其他另一方式。猶豫遷延，更為吾人所不容許。
5. Following are our terms. We will not deviate from them. There are no alternatives. We shall brook no delay.
（六）欺騙及錯誤領導日本人民使其妄欲征服世界者之權威及勢力必須永久鏟除，蓋吾人堅持非將負責之窮兵黷武主義驅出世界，則和平安全及正義之新秩序勢不可能建立。
6. There must be eliminated for all time the authority and influence of those who have deceived and misled the people of Japan into embarking on world conquest, for we insist that a new order of peace, security and justice will be impossible until irresponsible militarism is driven from the world.
（七）直至如此之新秩序成立時，及直到日本製造戰爭之力量業已毀滅而有確實可信之證據時，日本領土須經盟國之軍隊予以占領，俾吾人在此陳述之基本目的得以完成。
7. Until such a new order is established and until there is convincing proof that Japan's war-making power is destroyed, points in Japanese territory to be designated by the Allies shall be occupied to secure the achievement of the basic objectives we are here setting forth.
（八）開羅宣言之條件必將實施，而日本之主權必將限於本州、北海道、九州、四國及吾人所決定其可以領有之小島在內。
8. The terms of the Cairo Declaration shall be carried out and Japanese sovereignty shall be limited to the islands of Honshu, Hokkaido, Kyushu, Shikoku and such minor islands as we determine.
（九）日本軍隊在完全解除武裝以後，將被允許其返鄉，得以和平從事生產生活之機會。
9. The Japanese military forces, after being completely disarmed, shall be permitted to return to their homes with the opportunity to lead peaceful and productive lives.
（十）吾人無意奴役日本民族或消滅其國家，但對於戰罪人犯（包括虐待吾人俘虜者在內）將處以法律之裁判。日本政府必須將阻止日本人民民主趨勢之複興及增強之所有障礙予以消除，言論宗教及思想自由以及對於基本人權之重視必須成立。
10. We do not intend that the Japanese shall be enslaved as a race or destroyed as a nation, but stern justice shall be meted out to all war criminals, including those who have visited cruelties upon our prisoners. The Japanese Government shall remove all obstacles to the revival and strengthening of democratic tendencies among the Japanese people. Freedom of speech, of religion, and of thought, as well as respect for the fundamental human rights shall be established.
（十一）日本將被許維持其經濟所必需及可以償付賠款所需要之工業，但可以使其重新武裝作戰之工業不在其內。為此目的，可準其獲得原料（別於統製原料）日本最後參加國際貿易關係當可準許。
11. Japan shall be permitted to maintain such industries as will sustain her economy and permit the exaction of just reparations in kind, but not those which would enable her to re-arm for war. To this end, access to, as distinguished from control of, raw materials shall be permitted. Eventual Japanese participation in world trade relations shall be permitted.
（十二）上述目的達到時，日本得依人民自由表示之意誌成立一保障和平及負責之政府，屆時三國占領之軍隊即撤退。
12. The occupying forces of the Allies shall be withdrawn from Japan as soon as these objectives have been accomplished and there has been established in accordance with the freely expressed will of the Japanese people a peacefully inclined and responsible government.
（十三）吾人勸告日本政府立即宣布所有日本武裝部隊無條件投降，並對此種行動誠意實行予以適當之各項保證。除此一途，日本即將迅速完全毀滅。
13. We call upon the government of Japan to proclaim now the unconditional surrender of all Japanese armed forces, and to provide proper and adequate assurances of their good faith in such action. The alternative for Japan is prompt and utter destruction.
