州長一哭窮，警察就抓狂，這已經成了加州聖誕節的另一道風景。施瓦辛格的所謂電視講話，加大力度，無非有三：減少公共開支，裁減公務人員，最狠的就是增加罰款力度。頭兩項帶來的後果是關閉了舊金山老人醫護中心，關閉了幾所小學校，削減了教育經費，讓本來就短缺的師資力量更加缺乏。而最後一項很缺德，倒黴的就是駕車人。常言道：欲加之罪，何患無辭。開車出門，大毛病沒有，小毛病不斷。警察每年的年底紅利靠這個賺錢，納稅人也是啞巴吃黃連，有苦也說不出。隻有自認倒黴的份。
前兩天，我讀到一位加州博友的文章，說的就是這個“吃了一口蒼蠅的事兒”。她出門去DownTown看聖誕樹，拐彎的時候忘記打信號燈，結果被吃了一張罰單。罰款是25美元，如果不服罰款去法庭，要交70多美元；如果選擇不罰款而去上交通法規課程，必須繳納95美元。當然，這位博友選擇了最簡單的方式：罰款25美元了事。聽聽警察給她的回答：“嗯，很抱歉，我真的要給妳開一張罰單呢，妳知道嗎？轉彎不打方向燈是犯法的，而且就算妳打了，但如果是在轉彎前不到十米的距離才打也是犯法的，妳必須是在十米之前就要打方向燈才可以。”

無獨有偶，昨天我上街也碰見莫名其妙的事。當時路上車不多。我發現一輛警車緊隨我的車後。我停他停，我走他走，我拐彎他也拐彎。我納悶：我的車已經做了年檢，我也係了安全帶，我的車也上了保險繳了錢。他緊跟著我幹嘛？正納悶，才小心在街口右拐，警車的燈就亮了。我自覺把車停到路邊。一個男警察走出他的車，要了我的駕照。他問我知道違規了嗎？我搖頭說不知道。他指著路邊的標誌牌說我沒有停車。我開了將近二十年的車，我知道，這個“Yield”標誌，表示要謙讓別的車輛先通過，如果周圍沒有車，完全不必停車，隻要放緩慢速度拐彎就可以了。當我向警察解釋的時候，警察說不對。按照新法律規定，Yield路牌下也要“Fully Stop”。我不想爭辯，說不知道新法規。這個警察還算通情達理，他最後隻是給了我一個“Warning”，就放我通行。
唉，年關難挨。這叫什麽事兒。
