馬斯克說數百萬百歲老人詐領社會福利金，是真的嗎？

馬斯克2/11日在CNN的采訪時爆料說發現美國有數百萬百歲人瑞詐領社會安全福利，也就是所謂的Social Security Benefit。馬斯克說找到了１５０歲的人瑞領取社會福利金（參考１）。

之後，２／１６日，馬斯克在自己擁有的X平台（之前的推特）上，繼續加碼聲稱，灰色地帶也許是真的，有許多吸血鬼在領取社會安全福利金！（參考１，２，３）

根據連接３的報導，摘錄如下：“The Trump administration says fraud is rampant in the Social Security Administration, with millions of dead beneficiaries receiving benefits. Experts disagree, but there could easily be confusion about how to handle benefits of the deceased.

Elon Musk, who is heading the newly created "Department of Government Efficiency," recently posted on X, the Twitter replacement he owns, showing a chart of beneficiaries by age. "According to the Social Security database, these are the numbers of people in each age bucket with the death field set to FALSE!" he wrote. The chart showed millions of people between the ages of 100 to 109, 110 to 119, 120 to 129, 130 to 139, and beyond - as old as somewhere between 360 and 369 years old - receiving benefits.”

這報導引用馬斯克話說３６０－３６９歲的人瑞在領取社會安全福利金！

美國的社會福利金或退休金製度是1935年大蕭條時，當時的美國總統FDR， 俗稱小羅斯福總統，經過國會同意後，簽署設立的老年退休金製度，也就是現在的社會安全福利局。

用肚皮想，不可能有３６０－３９０歲的人瑞還活著，而且還在領取福利金。３６０歲表示是１６６５年出生的，當時美國還沒宣布獨立！稍微有腦袋的人，用小學３年級的數學，可以計算出出生日大約在１６６５年。

馬斯克是不知道美國是哪一年宣布獨立的嗎，還是小學算術需要AI幫忙？還是惡意說謊呢？有何目的？。

不幸的，還真的有許多MAGA粉絲相信，還包括台灣的一大群反拜登政府，親中的媒體評論員如介文汲，耶魯政治學博士，前民進黨籍立委郭正亮等利用這些馬斯克和特朗普捏造的假新聞，嘲諷美國政府的腐敗，民主黨的腐敗，說成是拜登政府的無能，是川普和馬斯克的英明，為美國聯邦政府揪出驚人的腐敗和欺詐案！

既然知道社會福利局，社會福利金是１９３５年才成立的，任何人都可以估算，最多1825年出生的人，有可能在１９３５年還活著，當時年紀在110歲，還可以首次申請領取社會福利金，名字可能還留著到現在。即使有可能，也是極少數。現在360歲的人，在1935年是大約270歲，能夠親自到剛成立的社會福利局填表申請要求福利金嗎？這是本人必須親自去遞表和麵試的！（馬斯克難道以為當時可以使用互聯網申請嗎？）

所以根本就不存在有現在還有２００歲－３６９歲的人瑞在社會安全福利的名單上的！這是絕對不可能的！但為何馬斯克卻要說謊呢？是沒有數字和時間概念嗎？是說得太快太順口太絲滑嗎？ 還是根本的就是惡意的謊言？

現在２００歲的人，出生在１８２５年，在１９３５年時，就是１１０歲或１１１歲！

其實真相是還在社會福利名單上有效（Active）的最高年齡應該就是公正媒體報導的１５０歲人瑞！但馬斯克故意說成３６０歲來凸顯荒謬，吸引眼球！雖然是假的！

然而馬斯克更大的謊言是這根本就不是弊案，更不是馬斯克發現的新大陸。這是２０１５年媒體就曾經報導過的舊聞！可是當時根本沒有人把這件“欺詐”當作弊端？是當時歐巴馬政府腐敗嗎？還是２０１７年上任的特朗普政府繼續縱容腐敗浪費，不去處理？難道特朗普第一任沒有責任嗎？

因為這根本就不是欺詐案，也不是弊端！名字，社會安全號碼還留在社會福利局活躍的名單上的，不代表繼續領取社會福利金的！

美國是自我標榜民主自由法治的國家，至少要尊重最基本的法治。（請看本人的民主體製４個必要條件）。社會福利局沒有權利宣判一個人死亡，沒有權利注銷一個人的社會安全號碼！社會福利局（SSA， Social Security Administration）隻能被動的被告知某人已經死亡了，才能在名單上，填上死亡日期，才能夠從社會福利名單上刪除，或將Active的狀態，變成Inactive，或deceased（死亡）。

這過程需要驗屍官（Coroner）或醫院有資格開死亡證明的醫生開出證明，葬儀社一般會通知社會福利局（SSA），還活著的配偶需要報稅給IRS，附上死亡日期。另外，家屬需要個別通知DMV（駕照局）等單位，要求取消該駕照。

但葬儀社可能疏忽沒有報，家屬也沒報，導致有一些正常死亡的人的名字和社會安全號碼仍舊活躍在名單上。這種例子算是極小的部分，也不算是違法！特別是孤獨老人，沒有家屬送葬的，都會留下這種結果。

沒有報的家屬也不算犯法！但是若是繼續領取死亡者的社會福利金，就是犯法，處罰可是非常嚴重，不但可以重罰數十倍，還可能要坐牢！

這種例子不能保證完全沒有，但發生在百歲人瑞的幾乎不可能！因為被抓到的可能性很高！下麵會解釋為什麽會被抓到。

絕大部分已經死亡，但名字仍舊活躍在SSA的名單上的，原因是：

１. 美國失蹤的人口很多，隻要沒有找到屍體， 家屬很難報死亡！另外，家屬仍舊希望有一天孩子可以找到，即使機會渺茫！一旦報死亡，以後要回複身份，變成活人，會很困難！若是父母也過世了，幾乎是不可能的了。這種人即使活著，也變成社會死亡了，沒有身份，出生證明都全部失效了！過去任何文件都基本上失效了！

隻要出生時有申請社會安全號碼，直到有人申報死亡，這社會安全號碼就會一直存在。

隻要曾經工作過， 有繳過Payroll Taxes， 社會福利局就會記錄這個人的所繳的金額，當然就是活躍或Active的。除非有人提供死亡證明，才會取消或轉為Inactive。

２. 越戰和韓戰MIA（missing in action）的士兵，大部分都沒有死亡證明。沒有任何單位可以開死亡證明。正常的死亡申報不處理。

３. 死在海外，死於非命，大部分都不會報死亡。也沒人報。你即使是當事人的親屬，也確知當事人已經死亡，甚至參加過葬禮，但還不一定可以拿到當地（外國）的死亡證明。沒有死亡證明， SSA不能注銷名單上的社會安全號碼！但SSA會立即停止發放的福利金，還有根據家屬聲稱的死亡日期，追回已經發放的部分！

為什麽社會福利局即使沒有死亡證明，名單上還顯示活躍，會停止發放社會福利金呢？

其實這種狀況，社會福利局早就想到了防範的方式，隻是馬斯克完全不懂，或裝著不懂，若是第二者，就是非常邪惡！而且帶有其他的目的！

社會福利局的退休官員在YouTube（參看４）上說，社會福利金對百歲人瑞經常會派人直接去訪問該人瑞，祝賀他百歲生日，打印一張獎狀慶賀。這是很有人性的核查方式。當然，也有比較直接的，就是打電話，或派人去看，寫信要求領受社會福利金的人必須回信或打電話回複，否則在一定時間內，福利金發放就會被暫停！

這種不定期，或至少半年一次的驗證幾乎是對所有領取社會福利金的人都實施的！估計百歲人瑞查訪的更勤快和頻繁一些。

若是沒有回複，對於百歲人瑞的例子，就引起警訊。社會福利局會派人核實，若是發現已經死亡，會盡力追回超發的福利金。

這件事也在２０２５年１月份的媒體報道過，追回的金額不多，大約３２００萬美元（參考５）。相對於每年１.８兆美元的社會安全福利金來說，隻是極小誤差，根本算不上係統性的欺詐，貪汙，或浪費！

若是要做到１００％不浪費，其實要花費的代價，需要雇傭更多的聯邦職員去查核，這經費一年估計至少是幾億美元的！

馬斯克宣稱要幫聯邦政府省錢，若是連這種製度都搞不清楚，也不懂稽查需要成本的道理，反而造成更大的浪費，這就是奇怪了！

根據新任的福利局官員親自出來陳清說：

A July 2023 Social Security OIG report states that "almost none of the numberholders discussed in the report currently receive SSA payments.” And, as of September 2015, the agency automatically stops payments to people who are older than 115 years old.（參考5）

馬斯克兩次公開指責的破天荒弊端既然在2023年就已經解決了，馬斯克難道真的不知道嗎？根據（參考6）福利局退休的官員說，在福利局工作過大部分的主管都知道有大約620萬百歲人瑞仍舊在名單上活躍，沒有注銷死亡。他不認為馬斯克真的是自己在2/11日查出來的，而是他根本沒查，也沒問福利局的主管，是靠穀歌搜索得到的！因為這報道，在2015年有許多媒體有報道和轉載！根本就做不了假，不可能查不到！還有些人根本就都知道的事實！

你如果不認為馬斯克愚蠢，口誤，那麽就僅剩一個可能性了：馬斯克是故意的！這就是邪惡，而且還有目的的！
