The accuracy of the story is not verifiable so far. Even if it truly occurred in the way as described, it is still unfair to draw the conclusion that both Chinese government in mainland and Taiwan are not trustworthy or lack conscience.
After many years in the hands of enemy, the pilots indeed might cause defective concerns to Taiwan government. More years later, this concern basically vanished for US government.
As to Pan's case, it has never been nor can be proved that Mao's motive to jail him was simply to shut him up.
