監獄是美國第二大工業

歐匹德新聞網一篇文章說，自美國監獄私有化以來，個州監獄越建越大。在1996年，美國每四個就業機會中，就有一個依賴於美國的監獄需求【1】，使得監獄成為美國第二大工業。

美國現在囚犯數量是上世紀七十年代的八倍。1980年美國囚犯數量為50萬，1987年為100萬，2000年已經超過200萬，照此速率，2057年美國將有3億囚犯，與全國人口相當【1】。

華盛頓一家研究所（JFA）發表研究報告說，雖然美國人口占世界5％，但美國囚犯占世界囚犯總數的25％。美國人入獄率居世界之首，俄國次之。

筆者認為，把美國監獄說成是美國的二大工業可能有計算方法問題。而JFA的報告比較可信，即美國囚犯人口和入獄率都是超級大國。一些美國人指責俄國是警察國家好像有點強詞奪理。

Correlation quite different from causality. Acturally, JFA is one of the Washington think tank and advocate to reduce prisoners population.

BBC is very Liberal.
If you check the crime rate between 1990 to 2007, you may find there is NEGATIVE correlation between crime rate and per capita prison population.
As to forecasting, usually they are quite CORRECT in forecast history.
