問題在於聯邦政府有沒有權力強迫美國人民買什麽

結論是：沒有。美國憲法沒有給予聯邦政府這個權力。　美國憲法把權力交給人民和州政府。

很多老中不了解不理解聯邦製度，不明白GOP主要反對的是聯邦政府對人民生活的幹涉。　至於州政府如何操作，GOP並不反對。
