This is not an accurate statement. CIS does examine company financial ability at I-140 stage, but doesn't care about how much the applicant gets paid at I-485 stage as logn as the petitioner has proved the ability to pay at I-140 stage.
One way for CIs to examine is to see if the application gets paid LC wage from PD. If the applicant has been getting paid LC wage from PD till now, the case will get approved. If not, CIS will see if the comapny's net income or net assets is enough to overcome the difference.
