The guy who posted question said he got RFE on ability-to-pay, and said he's been paying less than prevailing wage, and you said it is ok for now. Actually, it is not ok. If his company can't show the ability to overcome the difference between actual wage he got paid and LC wage, he's screwed, and his I-140 is very likely to be denied.
LCA is different from LC. LCA is used to file H1 petition, while LC is required for LC-based 485 application.
What I want to clarify is if somebody is getting paid less than the amount on LC, it is not ok. And it may result in denial.
