the prevailing wage won't normally hurt his 140 because CIS won't solicit this piece of information at this stage. As long as company can prove the ability to pay, his 140 will be OK. I might misunderstand you. His message did not say that he was pay less than the prevailing wage on LC which is for future job or less than the prevailing wage on LCA which is for the current job. So I suggest him discussing with his lawyer before filing 485.
