Not an easy one, actually a daunting task, unless your skill set is unique and very attractive.
Happening once is easy to wash away, two in a row is so much harder to explain.
One way out is to work as consultant or contractor for a while (2-3 years) if you have that time leisure, and make sure you stay with one staffing company if possible. After another stable 3-years, people may start to pay less attention to things happened 3 years ago.
And I'd suggest to make sure your next job will be stable for at least a few years...
