hiring manager decides who to hire based on your competence, not how much you will get paid, because pay is supposedly confidential
it is HR that is to prepare your offer
HR know industrial range, company range, etc. but they can be full of prejudice, bias and discriminations either.
once you are given an offer, that means your competence has met the criteria
next step is the negotiation, and negotiation is a process, be patient.
it is very often the case that you get what you negotiate, not what you deserve
