there is a range associated with the position - this goes to budget
HR prepare package based on the range and other references
pay is confidential information, different companies may choose to have different levels of compliance.

there are a lot research done on initiation of negotiations, causes and consequences of negotiations.
one overall conclusion from these research is that women are less efficient in negotiation for themselves every step of the way compared to men, and this contributes significantly to the pay gap in 10/20 years time. A couple of 1000 each time may not seem to be a big deal, but cumulating effect can be significant. I would generally encourage women to not be afraid of negotiation.
