I just went the whole process last week.
Did you tell them your current salary? I made giant mistake by filling this info. on the form and they did matched it. And I told the hiring manager besides the salary I have bonus every year. They said they had it too. The key was I do want the job and the hiring manager would be my future boss and I didn't want he thought me ... you know. And when I tried to contact the HR, they told me whatever the hiring manager decided and they would agree. They don't want to negotiate with you.
Summary: what's your bottom line? Can you afford to loose offer? And I think before they give you the official offer they want get your approve first (by phone or email) and then they send the paper work to you.
