In general, the reward is directly related to the INFLUECE of your work instead of the qualities of work.
If your work has larger influence, everybody knows it, which makes your boss looks good. Otherwise, you need spend a lot of time to market your achievements:)
You did not provide enough background information for others to have better insights. For example, how critical of your work quality through the value chain in your industry? I did not mean to discurage any quality work, all i wanted to stress was to think/look in a bigger picture, and try to get aligh with your boss's perspective.
Regarding the tactics of negotiating a promotion:
1) emphasize your work's impacts and value additions, ideally have feedbacks from other functioning departments.
2) list your achievements which are tangible and measurable.
