-Technically, no. But some Public school may not care about it and USCIS is not very strict for the minor kid to attend the public school with B2 status.

-The school may not care about it.
4. 我在什麽時候開始辦Family based petition adoption 美國這邊需要提交的收養文件，還有國內需要的收養文件？
有時間先後要求嗎？
-The biological parents may need to write a statement (notarize it) to abandon the custody of the child and then, you need to go to the local court in US to apply for the custody of the child and complete the adoption process there. Once you get the approval of custody of the child and adoption from the local US court, you can add the child to your household members such as for health insurance, tax bebefits, etc. You can use this kind of evidences for the child immigration application after two years later.
