This article explains the adoption process in extreme details. You can see the adoption process is complicate, so you had better find an immgration lawyer to help you because the most part of the adoption process actually is the immigration process. By the way, the adoption has to be completed before the child turns his 16th birthday to be qualified for immigration (green card) as your adopted child. He can enter US before or after his 16th birthday after the adoption is completed.
