Why does Tibetan not use the Chinese characters?

Q: If Tibet is part of China, why haven't Chinese characters ever taken root in Tibetan written literature?

A: 

China is a civilization. A civilization contains many cultures and languages. China has a territory as large as Europe, and a population that doubles the size of Europe. If Europe has French, German, English, and other languages, China definitely has many languages too.

China is a better civilization than Europe, as it is more functional in politics than the EU. China is better than America in that it does not eliminate other minority cultures.
