加拿大移民律師協會還認為,卡尼政府推出C-12法案其實是在取悅美國總統特朗普,但特朗普未必領情。而C-12的副作用——“數以萬計正在等待審批的移民申請人可能被係統瞬間刪除”卻隻能由加拿大獨自承擔。
加拿大曆史上首次“一刀切”式的取消移民申請發生在2012年,當時哈珀政府剛剛上台,麵對自由黨政府任期內積壓的28萬份移民申請直接宣布取消,等待多年的家庭的加拿大移民夢想戛然而止。
