Nowadays, social governance has evolved as legislature legislating as orbit; then society runs accordingly. So that legislature can be seen as social brain and lawmakers as brain cells. The manmade disasters reveal that the social brain defected by sick brain cells.

The defects in brain, the limitations in knowledge made all of us have certain intellectual flaws; and made too many people in low quality recklessly. Only achievements proved people, such as, entrepreneurs, scientists; etc., are able to proper reason in more right fewer wrong.

But in Europe, the tragic life of Dark Ages oppressed people in extremely rebellious mentality; which promoted free world is just in facilitating the low quality people free exertion. The rebellious mentality made legislature designed in the state of encouraging lawmakers acted as street gangs looking for fight, the society was also designed in the state of encouraging people acted as that of bull for bullfight looking for fight to make society and world as bubbling boiler.

More childish play was that Liberal democracy takes that any quality people can participate in the free election as prides. Due to without quality control on players, the democracy has been granting Gov-power to low quality people making disasters. For example, Hitler in Germany and Mussolini in Italy both drove their people to kill sweeping across Europe.

The multiparty political design hopes that multiparty opposition can ensure quality social governance; but human inborn selfish instinct made the multiparty opposition as maliciously opposition for replacing the ruling position to enjoy self given luxury salaries, luxury benefits and privileges in regardless of ruining the life of people and beloved families.

The partisan politics has been playing the role as best career in attracting reckless people ganged as political gangs to make livings. Please look at the names of political gangs: Hawks, Dovish, Donkey, Elephant, Left wing, Right wing, Extreme right, Extreme left, Green Party, Tea party, Liberal party, Conservative Party, Democratic Party, and in coining.  

The political gangs legally enjoy the feed of people and then driven the power of State Apparatus to ruin the life of people.

Sadly, populists hijacking free campaigned nature of democracy planted evil seeds. 

Capital-aggregating companies condense the individual of life and make it an economic power stronger than any individual makes. Companies enabled collaboration between strangers beyond blood and geographic ties; and made it as powerful organization to have promoted great prosperity of life necessaries. However, the organizational nature of maximizing the interests of shareholders planted the seeds of many tragedies as tools of capital plunder.

The tragic life of the workers in the early days of the British Industrial Revolution made Karl Marx think deeply; so that he wrote and published Das Kapital in 1867 to indicate the evil deeds of capital, it comes dripping from head to toe, from every pore, with blood and dirt. With 100% profit will make it ready to trample on all human laws; 300% profit will make it crime at which it will scruple. If turbulence and strife will bring a profit, it will freely encourage both.

In 1865, at the end of his life; the US President Lincoln who warns that the company has been over hailed and the corruption in high-level will come. The money powered group will try to extend its rule by influencing the prejudice or preconceived idea of people until the wealth is accumulated a certain extent, they will lead to the demise of the United States of America. However the money powered group did not make well to demise evil; but made the USA as Plutocracy by money corrupting democracy to drive the power of State Apparatus to more evilly unrestricted plunder.

It is just the unrestricted plunders of Plutocracy have been in making disasters harm human life.

Over the past several centuries, plutocracy using companies have wildly ravaged whole world. Millions of people have been turned into commodities, countless plants, animals, minerals, and even bacteria and viruses have been replaced; carried out slave trade and the opium wars, and caused countless stock market bubbles made disaster and prepared for next disaster. Such as, the 2008 financial meltdown cost $4 trillion in economic output; fortunes were made by the very people who precipitated the disaster while millions lost their homes and their savings.

Tracing the cause of capital used for evil, it rooted in evil civilization of the West. In China, capital-aggregating companies appeared during Tang Dynasty (618-705), but did not make such evil disasters due to that the successive government of China strictly suppressing the wild greedy behavior that may harm public life.

Because of, the civilization of China is humanized; but the one in the west is opposite.

The civilization of China was originated by developing rituals, music and Confucian to culture people collective discipline in collectivistic values by learned people as officials to have governed a prosperous life and attracted neighbor countries share prosperous life in Asian values.

The civilization of west was originated by fabricating Gods made people mutual hate and kill in individualistic values and by Gov-power as reward for competing made life-threat life and dehumanized people in regarding looting and killing others for self-survival as a matter of course.

The individualistic values valued people in distorted mentality apart from normal people; in taking stupid as smart; taking wrong as right and promoting inhuman for human.

Until this day the collectivistic values based China emphasis on protecting collective interests and restraining the greed of capital; but the individualistic values based west emphasis on protecting individualistic interests and legally facilitating the greedy plunder of capital.

Because the civilization originated by cheating, in the west, the social elements sounds perfect humanized; but the social effects are extremely inhumane.  

The purpose of establishing a government in human society is for using the administrative power of the government to suppress the wrongful behaviors of low quality people to create an easy-to-live living environment. But the democracy made the government as drama stage of low quality people, and democratic legislature acts as platform for social garbage making livings by blood sucking on people.

In the West, everyone is shouting about toxic ideologies values, liberty and huan rights in regardless of the bad social effect. Democracy empowered politicians do not care about the life of people, but focus on the toxic ideologies for cheating voters. 

Now such toxic ideologies have trained people full hearted fighting for social justice, striking for more by doing less, without mentality and ability for making livings by proper work, the quality generation of WWII has brought away the survival foundation of democracies.

However Singapore founder Lee Kuan Yew did not care about the idiotic values or human rights, but cared about the life of people and by which created Garden City State for Singaporeans. 

Here, I made a prediction that after Lee Kuan Yew brought away rational dictatorship, the kindness opposition parties will help Singaporeans to swallow the dust of the west and destroy own Garden City State.

The way out is at learning to China. Since ancient time, China has been choosing learned quality people perform social governance; for which even developed Imperial Examination. European missionaries called it as meritocratic constitution that placed merit over birth and gave political power to the scholars. 

Today China is by entrepreneurs; scientists; economists etc., as lawmakers as part time no need of payment; the top leadership is a 7 members politburo that promoted from grassroots according to quality personally politically; without consensus from meeting; no one allowed to talk at will; thus avoided personal dictatorship and ensured the collective wisdoms in governance under the most strict accountability globally.

Singapore may learn to China form legislature taking 30% of vote right to parallel run with Gov-one to make up the democratic flaws. 

Civil legislature is not opposition parties for fighting against government, but rather it assists government in its mission. Rational, politically neutral entrepreneurs, scientists, etc., without the bond of political affiliation, can rationally solve problems in a timely manner. Civil legislation will reduce the hostility of people to government.

Civil legislature works as an assistant to government; it does not touch the political system or the interests of legislators in acceptable. It is conducive to other countries to follow to save democracy destroyed world.

The civil legislature as patch makes up the flaw of democracy is only feasible way to humanize social governance; thereby making people taste a humanized life finally before being democratic players finished eventually.

Thus; Singapore will make a model for others to follow and then will play a leading role in humanizing the west dehumanized world.

People trusted Western medicine is also in ruining human life

It was that western medicine trained people made easily containable pandemic Covid-19 out of control by kicking away the most effective handily available folk remedies to have killed more than 20 million of people, and ruined human life by destroyed world economy.

The evil of democracy lies in its deceptiveness that make people beautiful hallucinations feel like that they are in controlling of own fate and own country, the same goes for scientific experimental based Western medicine, the trusted scientific experimental practice was also making people beautiful hallucinations feel like that Western medicine is trustable and reliable; but in actual it exactly is doing stupid business of killing people in past half a century.

Due to that human body is complex organic system in dynamic developing under the impact of unknown or known but uncontrollable factors; so that it must be regarded as Chaotic System to deal with by Chaos Theory, in this concern, the macro holistic dialectic philosophy Daoism guided TCM is suitable for human life; while the micro precision seeking philosophy Reductionism guided Western medicine is opposite.

TCM takes Daoism as guidance in viewing human body as emotional organic whole of all parts are connected and influenced; by natural therapies and compound medication of natural medicinals restoring Yin-Yang balance as treatment. In thousands years ago; it has found that psychological factors are in decisively affecting the occurrence and development of disease, so that it believed that the treatment is seven-tenths in psychotherapy, only three-tenths in medication and said that there is a clown in town will be better than that there is a dozen of doctors.

Among the most damaged has been the harm to the essential functioning of science, research, and debate.

Mar. 25, 2018, I once wrote article Tharman Shanmugaratnam, the Singaporean deputy PM is a rational politician, inspired by the verbal boxing in 2015 An investigative interview: Singapore 50 years after independence - 45th St. Gallen Symposium.

The verbal boxing revealed the sadness that in the west, the European looting and killing bloody civilization soiled individualistic values made too many people take stupid as smart, take wrong as right and promote inhumane for humane.

In the interview; BBC Mr. Stephen Sackur, who condemns Singapore has no liberty, Singapore deputy PM Tharman Shanmugaratnam slammed back:

Our "liberty is ensuring people walking on the streets freely, particularly a woman or a child at any time of the night; our liberty is ensuring people living in a city that is not defined by its most disorderly elements."

“The West often quarrels over false reports. However, in Singapore, that is impossible, since that the government of Singapore stipulates that if the news media misreports, they must publish a letter of apology.”

“India has the great advantage of a democracy which ultimately I think is the most sustainable political system that we know of, but it doesn't have the advantage of accountability of elected representatives.”

“Despite China is not having a democracy in the political sense, but has a very high sense of accountability on the part of his leaders. China has created a culture of accountability.”

“India can create that culture there's no reason why democracy should not have a culture of accountability with it just means that middle-class voters especially have to hold people accountable for what they promised and to see if they deliver and it can be done.”

Mr. Stephen Sackur interrupted the talk: “All right well we're going to talk more about China and accountability over coffee but we can't have now the authoritarianism that underpins that approach to managing a society feels uncomfortable to us.”

But, PM Tharman Shanmugaratnam ignored that to continue on own way: “we are a parliamentary democracy not in exactly the same mold as Britain or the United States certainly now all parliamentary democracy and an elected government makes decisions which it feels are the best in the best interests of the country today and for the future, and we are comfortable for it.”

However, Mr. Sackur dislikes of rational narrative and again tries to interrupt the talks, and then PM has to make a joke caused the loudly laughing of audience. Mr. Sackur immediately blushed and stopped interrupting to have stayed in quiet with his blushed face.

By a witty several words’ joke; PM Tharman Shanmugaratnam made a quiet environment continued his topic.

“A Liberty is able to walk the streets freely particularly of a woman or a child at any time of the night, a Liberty is living in a city that's not defined by its most disorderly elements.”

“A liberty is having an opportunity for an education and a job regardless of your race or your social background.”

“I think one of the very important lessons of the last 50 years is that traditional concepts of welfare and social expenditure and government intervention have led to a weakening of private initiative and personal responsibility.”

“The government of Singapore provided help for someone who wants to own a home and we are very generous in our grants of homeownership which is why we have 90 percent homeownership and amongst the low income population more than 80 percent owned their homes.”

PM Tharman Shanmugaratnam made us understand that the value of government is to create a livable environment and helping people work safely to effectively contribute to country, while take own share for enjoying a happier life of own families; which made us learn the correct philosophy for social governance; and contrasted the failure of West in social governance.

Here, the comment of “defined by its most disorderly elements” is the most sighted definition for the society of the West. The sadness of the West is at that it has never enlightened and has been repeating the same ignorance or mistake.

Until right now, the west has been in repeating the war-instincts in Ukraine, so that Hegel sighs: “What experience and history teach is this, that peoples and governments have never learned anything from history, and have never acted on the lessons that should have been learned from it.”

In west, for a long time, McCarthy's political persecution has been developed into political correctness, used to coerce low quality politicians to support them in using disorderly elements to coerce social governance. So that bad people are able to do whatever they want, and good people have to only swallow their anger.

In this concern, April 23, 2024, I once wrote article Professor Alan Freeman questions Thucydides Trap; in which I take the ideologies Thucydides Trap and Hormone Disorders as example to show that how do evil ideologies produced and how do they play their evil role of badly harming the life of people.     

As my view, the ideology Liberty has been in playing the dead role as that of the noose in strangling Western democratic playing countries, PM Tharman Shanmugaratnam just explained that how it plays dead role.

Nowadays, the belief of the liberty has penetrated into all aspects of Western society and even into the genes and soul of people; politicians use it as a deceptive slogan in shouting from time to time; so that it has become a deadlock in strangling Western civilization.

Don’t need to mention more, but it is just a simple one, the government cannot properly perform private gun control with helplessly viewing endless shooting on innocent people, in such country, some guy was still in advocating as sign of human civilization, how great ironic for modern education with inhuman soul to dehumanize high animals as lower one.

Here, I have to specially indicate that I watched many videos where many interviewees were irritated by the British host's rude interruptions and have to loudly scold the British host, asking them to shut up so that the interview could proceed normally. However, the PM was able to resolve the dilemma wittily, showing his superior wisdom.

Now, mark me, in due time we ourselves will be exporters; not only that, but underselling present manufacturers!’”

Now, in 100 years later today, the prediction of the member of Qing Royal Family has been become true.

Hart held his post till 1910 since left China in 1908. In 1911 Hart died in England, in the remote Far East Asia; after learnt the sad news; the Qing government bestowed Sir Hart title of minister and the Tutors of the Crown Prince; which were the highest level of honorary awards. Even if the people of China, it is difficult to get this title; which shows that the people of China are respecting learned quality people and never forget good friend. After Sir Hart left China, his official position was inherited by his brother in law; obviously it was suggested by Sir Hart.

In human society, at least 50% of the population is in low-quality antisocial and does not know what is good or evil.

In west, the Dark Ages tortured people advocated free world from the government to the society; its social elements are just meet the needs of the low-quality population, are in legalizing their antisocial behavior, and help them mess around from the government to the society and destroy the world.

You're talking about people going from making $2 a day which is misery and degradation to 10 or 15 a day which is the beginning of dignity.

Today, with highly developed science and technology promoted abundant material wealth, people should enjoy a happy life than ever before, but please look at world; even if we are luckily enough not being atomic cremated by democratic players provoking wars; but we still cannot avoid being finished by murderous life threats home yard and neoliberal plunder increasingly unaffordable life spending.

Civil legislature makes up democratic flaw is feasible way to rescue world

Civil legislature is not opposition parties for fighting against government, but rather it assists government in its mission. Rational, politically neutral entrepreneurs, scientists, etc., without the bond of political affiliation, can rationally solve problems in a timely manner. Civil legislation will reduce the hostility of people to government.

Civil legislature works as an assistant to government; it does not touch the political system or the interests of legislators in acceptable. It is conducive to other countries to follow to save democracy destroyed world.

The civil legislature as patch makes up the flaw of democracy is only feasible way to humanize social governance; thereby making people taste a humanized life finally before being democratic players finished eventually.

Singaporean PM Tharman Shanmugaratnam is my most appreciated one of the rational politicians, also in Singapore; there is other gentleman I appreciated very much also, who is Dr. Kishore Mahbubani, the Senior Advisor (University & Global Relations) and Professor in the Practice of Public Policy at the National University of Singapore.

Dr. Kishore Mahbubani, who made many TV shows in telling the civilization of China is humanized one and humanized deeds of the government of China; while condemns the inhuman deeds of the U.S. coerced west.

Humanize human medication is to humanize people by humanized medical philosophy of TCM to make people view human as human as emotional organic whole from lifeless assembly.

The suicidal mutation of the Covid-19 Omicron virus reduced its infectivity to have made people mistakenly believing that the pandemic Covid-19 is over and cheered for that the life has returned to normal. But now, the new Covid-19 variant KP.2 from JN.1 is going to dominant in many countries with sharply increasing the rate of infection.

Today we have been torturing by pandemic Covid-19 for more than 4 years; people trust-addicted scientific experimental based Western medicine has developed neither effective drugs nor vaccines; but it exhausted government finance. The reason is that Western medicine has the same magic of democracy to make people take wrong as right.

It were just such kind of people who siezed Gov-positions in promoting bad for good. Such people cannot be educated, but must be convinced.

TCM takes Daoism as guidance in viewing human body as emotional organic whole of all parts are connected and influenced; by natural therapies and compound medication of natural medicinals restoring Yin-Yang balance as treatment. In thousands years ago; it has found that psychological factors are in decisively affecting the occurrence and development of disease, so that it believed that the treatment is seven-tenths in psychotherapy, only three-tenths in medication and said that there is a clown in town will be better than that there is a dozen of doctors.

TCM has developed unique methods in diseases diagnosis and treatment by natural ways, such as Pulse diagnosis, Tongue diagnosis, Acupuncture, Massage, especially a large number choice of natural drugs.

According to the statistic of national investigation of mainland China in the 80's of 20th century, there are 11,146 plants, 1581 animals and 80 minerals as medicinal using. The <Dictionary of Traditional Chinese Medicine Prescription> selected nearly 100 thousands of experience-based formulas from prescriptions of TCM since there are written records in the history of China, which covering almost all known diseases. Recently, after huge expenditures on drug R&D failed, several pharmaceutical manufacturing giants announced the withdrawal of the drug development on Alzheimer’s.

A few years ago, there were pharmaceutical giants withdrew from new version antibiotic R$D due to the rapid mutations of the virus to have largely shortened the marketing time of new developed antibiotics.

The reality is urging us to serious consider the way out for the dilemma in human health care. It was just the deception in unquestionable scientific reliability; the double-blind clinical trial addicted many people as psychosis in yelling those medicinals are unscientific, that folk treatment is unproven; by such a way scaring people dared not self-help by handy remedies to save life. Otherwise the pandemic Covid-19 would not kill 20 million to have ruined life of people by destroyed economy.

Because in modern society, the cross-border study and job hunting is becoming more and more common, it is difficulty keeping ethnic groups together, as a result, interracial marriages are becoming more and more common, the blood inheritance in the ethnic groups is diluted due to increasingly mixture, therefore, the concept of individual ethnicity is also diluted, in my family, my grandpa's generation and before was keeping marriages in Mongolian. Since my father generation, wives are all the ethnic Han, includes my wife of a university classmate.

In the workplace, there are mostly mixed ethnicities, unless people with special face feature may be asked private curiously, other than that, there is no difference. For example, in my daily work, I have no Mongolian concept at all. Due to my mother was ethnic Han, so that my feature has no big different with ethnic Han.

In comparison, different from the government of China rationally handle the ethnic relations, social conflicts in many countries stem from ethnic conflicts.

The democratic political design just meets the play of reckless people

The multiparty political design hopes that multiparty opposition can ensure quality social governance; but human inborn selfish instinct made the multiparty opposition as maliciously opposition for replacing the ruling position to enjoy self given luxury salaries, luxury benefits and privileges in regardless of ruining the life of people and beloved families.

The partisan politics has been playing the role as best career in attracting reckless people ganged as political gangs to make livings. Please look at the names of political gangs: Hawks, Dovish, Donkey, Elephant, Left wing, Right wing, Extreme right, Extreme left, Green Party, Tea party, Liberal party, Conservative Party, Democratic Party, and in coining.  

The political gangs legally enjoy the feed of people and then driven the power of State Apparatus to ruin the life of people.

Please look at the countries where own people are driven to kill or killed. They are all coerced by the dictatorship of individual leaders who are empowered by the democracy in dictatorial play by the name of making good for people.

The endless manmade tragedies proved that the west globally promoted democracy is not a government of the people, by the people, for the people, but it acted as a means for those childish individual to exert wrongful mentality.

Humans are born selfish instinct, without selfish survival seeking social activities; there would be no economic development and society. However, the selfish behavior often conflicts and badly influences social governance. Democracy attracts individuals to group as parties; which will magnify the harm of selfish behavior of individuals; so that the partisan politics must be ended.

Save Singapore by learning to China forming civil legislature

Singapore new Prime Minister Lawrence Wong has wisely warned that in Singapore due to the democratic politics legally set and encouraged opposition parties have focused on seeking more transparency and accountability from the government; it was “not unimaginable for two or maybe three opposition parties to come together, form a coalition and run the government.”

Once Singapore has to run by childish coalition; then Lee Kuan Yew worked hard created livable Singapore will be ruined unlivable as that of being democracy ruined democracies in America and Europe by legally encouraged oppositions.

This is caused by common flaw of human nature, without exception, supposed that you or I were on the position of parties in such a childish political system, you and I would be possibly doing same thing; because we sharing the same inborn selfish instinct in tending to do according to selfish accord. Also Crowd Psychology or Herding Effect forced rational people to blindly follow the irrational ideas of irrational people to follow with the wrongful trends or waves.

As mentioned above, nowadays, social governance has evolved as legislature legislating policies as orbit, and then society runs accordingly. Therefore, to achieve a humanized life is at making a humanized legislature.

For rescuing soon being ruined Singapore; we must learn to China; since ancient time by selecting quality people as officials; for which even developed Imperial Examination; today it is by quality professors; entrepreneurs, scientists, engineers, and so on., working as lawmakers in part time self reliance form legislature. The top leadership is a politburo of 7 members that gradually promoted from grassroots in step by step according to quality; without consensus from meeting; no one allowed to talk at will; thus avoided personal dictatorship and ensured the collective wisdoms in governance under the strictest accountability world widely.

For acceptable concern without causing social unrest; we cannot directly copy the practice of China in democratic joked Singapore; we must not touch current political system and the interest of lawmakers; then learn to China form a civil legislature by taking 30% of vote right to parallel run with Gov-legislature as patch to patch the inhuman flaw of democracy.

The civil legislature will naturally end partisan politics

The online platform provides possibility for easing voting, recording, supervising and thereby enlarging the numbers of the lawmaker of civil legislature into group based, such as, in the unit of town, county, factory, school, university, hospital, farmers’ association, and so on., in the numbers of tens thousands to reach the scale in no one can coerce or lobby, which will cover the most of population with the result as powerful as that of the result of the referendum.

With the advantages of broad social coverage in legislative members, the suggestion to form a civil legislature will be no one dared to question. Also the vote results of civil legislature will no one dare to challenge.

The significance of civil legislature is at it will be no limitation in the issue and time for voting, any issue of people concerning will be able to vote immediately with the result as final resolution, thus we will revere the sadness that democratic political parties take the fate of country as gambling chips plays; thereby enabling government runs in humanized way.

By no one dared challenging way, from the legislative base; we are able to get rid of the democracy doomed fate of being finished by democratic players; and tp live a humanized life as that of humans should be.

Gradually the civil legislature will naturally end partisan politics

Professor Kishore Mahbubani and George Yeo are qualified working as initial sponsors and leaders; the newly launched model of the civil and government cooperated legislation needs the powerful people as leaders, who have strong appealing that supported by the strong influence from the supporting internationally and domestically.

Tharman Shanmugaratnam - Wikipedia born 25 February 1957) is a Singaporean politician and economist. He is currently Deputy Prime Minister and Coordinating Minister for Economic and Social Policies. He is also Chairman of the Monetary Authority of Singapore (MAS), Singapore's central bank and financial regulator.

He has spent his working life in public service, in roles related to economic policy and education. He served as Minister for Finance from 2007 to 2015,^[1] and as Minister for Education from 2003 to 2008.^[2]

Early life and education[edit]

Tharman attended the Anglo-Chinese School. He went on to the London School of Economics (LSE), where he earned a bachelor's degree in economics; LSE later honored him with an Honorary Fellowship in 2011.^[3] He subsequently obtained a master's degree in economics from Wolfson College, Cambridge,^[4] and a Master in Public Administration from Harvard University, where he received a Lucius N. Littauer Fellow award for outstanding performance and potential. Tharman was a student activist while studying in the United Kingdom during the 1970s.^[5] He originally held socialist beliefs, but his views on economics changed over the course of his working career.^[5]

Career before politics

Tharman started his career at the Monetary Authority of Singapore (MAS). He later joined the Singapore Administrative Service and served briefly in the Ministry of Education as a Senior Deputy Secretary for Policy,^[6] before returning to the MAS where he rose to become its Managing Director.^[7] He resigned from this position to contest in the 2001 general election as a candidate for the People's Action Party.

Political career

Following the 2001 general election, Tharman was appointed Senior Minister of State at the Ministry of Trade and Industryand the Ministry of Education. He then served as the Minister for Education from 2003 to 2008.

In May 2006, Tharman was also appointed Second Minister for Finance^[8] before becoming Minister for Finance ^[9] in December 2007.

Following the 2011 general election, Tharman was appointed Deputy Prime Minister, while remaining as Minister for Finance. He served concurrently as the Minister for Manpower between May 2011 to July 2012. He stepped down as Minister for Finance in September 2015 after 9 years. After the 2015 general election, Tharman remained Deputy Prime Minister and was also appointed as the Coordinating Minister for Economic and Social Policies in October 2015.^[1]

Tharman was first elected Member of Parliament in Nov 2001 in Jurong GRC^[10], and has been re-elected three times since. At the 2015 general elections, Jurong GRC, helmed by Tharman, garnered a vote share of 79.3 per cent against a Singaporeans First (SingFirst) team. Tharman has been elected to the Central Executive Committee of the People’s Action Party since Dec 2002, and was appointed 2nd Assistant Secretary-General in May 2011.

In May 2017, the National Trades Union Congress (NTUC) conferred on Tharman the Medal of Honour, the highest award of its May Day Awards. NTUC cited amongst other things “his deep commitment to building an inclusive society”^[11].

On 2 March 2012, Tharman responded during the debate on the Singapore Budget to concerns expressed by non-constituency member of Parliament (NCMP) Gerald Giam about Singaporeans being unable to afford a flat in Singapore, "I would like to assure Mr Gerald Giam, who might not have caught up with all the developments, that our enhanced housing grants for lower income families are such that a family with a monthly income of as low as $1,000 can now purchase a small flat."^[12] He added that “98% of our younger cohorts, those who are below 35, earn at least $1,000 of income a month. A family that earns a bit more, say $1,500, can purchase a medium-sized flat. This is because the housing grants that have been given are more aggressive than what any other Government would give. For those who really cannot afford it, other schemes are available to help”. He was criticised for the statement by netizens who were not aware that the scheme had in fact led to many poor families being eligible and taking up the offer to own a new 2-room flat.^{[13][14][15][16]}

Other national and international appointments[edit]

In April 2017, Tharman was appointed to chair a G20 Eminent Persons Group on Global Financial Governance, which was set up to review the system of multilateral financial institutions. He also succeeded Jean-Claude Trichet as Chairman of the Group of Thirty, an independent global council of leading economic and financial policy-makers from January 1, 2017.^[17]

Tharman had previously been appointed by his international peers as Chairman of the International Monetary and Financial Committee (IMFC)^[18], the key policy forum of the IMF, for an extended period of four years from 2011; he was its first Asian chair. In announcing Tharman's selection, the IMF said that his "broad experience, deep knowledge of economic and financial issues, and active engagement with global policy makers will be highly valuable to the IMFC".^[18][19].

Tharman is the Chairman of the Monetary Authority of Singapore (MAS).^[20] He also sits on the Government of Singapore Investment Corporation (GIC) Board, and chairs its Investment Strategy Committee.

Tharman led the SkillsFuture programme, which was launched in 2014 to provide broad-based and funded opportunities for lifelong learning among Singaporeans, aimed especially at developing the skills of the future. He subsequently chaired the tripartite Council for Skills, Innovation and Productivity (CSIP) until May 2017, which developed programmes to spur industry transformation and job upskilling across the economy.^[21]

He also chairs the International Advisory Council of the Singapore Economic Development Board,^[22] and the International Academic Advisory Panel that advises the Government on strategies for the university sector.^[23]

In addition, Tharman chairs the Ong Teng Cheong Labour Leadership Institute. He also chairs the Board of Trustees of the Singapore Indian Development Association (SINDA), which seeks to uplift educational performance and aspirations in the Indian Singapore community.^[24]

Legal charge and conviction[edit]

While serving as Director of the Economics Department of the Monetary Authority of Singapore (MAS) in 1993, Tharman was one of five persons charged under the Official Secrets Act (OSA) in a case involving the publication of Singapore's 1992 second-quarter flash projections in the Business Times newspaper. The others were a research director, Raymond Foo, and economist Manu Bhaskaran, of Crosby Securities, journalist Kenneth James and editor Patrick Daniel of the Business Times.^[25]

The OSA case, which stretched over more than a year, was reported extensively in the Singapore press.^[26] Tharman contested and was eventually acquitted of the charge of communicating the GDP growth flash projections.^[27] Senior District Judge Richard Magnus then introduced a lesser charge of negligence, because the prosecution's case was that the figures were seen on a document that he had with him in a meeting room during his meeting with the private sector economists together with one of his colleagues.^[28] Tharman also contested this lesser charge of negligence, and defended himself on the witness stand for a few days.^[29]

The Court nevertheless convicted him together with all the others in the case, including the editor of Business Times newspaper which published the figures.^[30] Tharman was fined S$1,500, and the others S$2,000.^[30] As there was no finding that he knowingly communicated any classified information, the case did not pose any hurdle to his subsequent appointment as the Managing Director of the MAS, or to his subsequent higher national responsibilities.

Personal life

Tharman is a Singaporean of Ceylonese Tamil ancestry.^[31][32] One of three children, he is the son of Emeritus Professor K. Shanmugaratnam,^[32] a medical scientist known as the "father of pathology in Singapore", who founded the Singapore Cancer Registry and led a number of international organisations related to cancer research and pathology.^[33][34][35]

Tharman is married to Jane Yumiko Ittogi, a lawyer of Chinese-Japanese heritage.^[36]She is actively engaged in social enterprise and the non-profit arts sector. The couple have a daughter and three sons.

Tharman was an active sporstman in his youth, and has highlighted the way sports instills lessons for life. He spoke about sports as part of education in Game for Life: 25 Journeys^[37], published by the Singapore Sports Council in 2013, as "a huge deal for character. Children learn the value of teams. They learn the discipline of repeated practice, and how there is no other way to develop expertise. Plus, the ability to fall or lose in competition and pick oneself up and to with humility."

The Chinese translation of his name, Shàng Dámàn (尚達曼), was given to him by a leading language specialist in 1995.^[36]
