除了和主辦單位complain, 如果這個比賽是school sponsored, 而且知道對方學校的話，直接和他的學校file complaint， 把校長副校長都copy上。最好自己把學校和當地學區的anti harassment policy and code of conduct都研究一下，compliant 指出違反的規則條款. 學校應該馬上調查，如果學校不作為，就escalate到學區superintendent辦公室。如果他們不作為，就同時和州和聯邦的department of education civil rights division file compliant. 對於聯邦法，racial slur 是違反Title VI， 州的話要查找你們州anti discrimination and harassment法律。

找律師要找Specialize in education and civil rights. 也可以聯係當地的advocacy group，比如ACLU 等等。
