Thx for the comments. The condo rule just said resident should not disturb other residents. If police cars came, people in the bldg probably won't like it. especially if they don't know what's going on, they will feel unsafe. In reality it may not be that bad. 

Before thing's getting "so bad", I reaseach online and asked around. Some told me if just some unpaid fines, i won't be able to get her evicted. Court may simply order her to pay the fines. or she could clear the fine balances anytime. then i have no way to recover any cost incurred by going through the eviction process. I was told to best reason to get an eviction order is not pay rent. 

Say it takes me 3- 6 mo to go through court. by month 5, she clears all fine balance. then the reason I evict her is gone, because she always pays rent. SO I have not initiated that process. But now the condo has issue with her family. Then the condo should issue a strong reason to pressure her to leave. But the mngt probably will not issue anything separately because it is already in condo rules, not disturbing others.

She is a VP of a mortgage co. lives with her daughter in the unit. never bothers me directly. pays rent automatically. what a dilema.  any other ways to deal with? I have to talk to her in person. Thx.
