What seller’s closing assist can be used?

I supposed to close my house this Friday afternoon. The lender sent all closing documents about 1 hour before the scheduled closing time and sent another revised one 20 minutes after the scheduled time.

 

Both my agent and I notice that seller’s agreed closing assist is about $1300 more than the real closing costs. In other words, only about $7200 out of seller agreed $8500 closing help was used. It is a foreclose house. The lender (BoA) did not include the$510 appraisal cost into closing cost and the lady from BoA insisted that appraisal is up front cost and should not be included as closing cost. My questions are:

 

Where can I find government regulation on what can be covered by seller’s closing assist? And what I can do now? How can I still get this $1300 used?
