It is really really funny that someone wants the freaking Chinese goverment to tax people, as if Chinese government hasn't taxed enough, or people have any control on the gov't how to spend the money.
It is a shame that you lived in this country and learned English without knowing how this country was founded: "No taxation without representation". You are asking the exact opposite: more taxation without asking any "representation". Really really funny.
So you think when Chinese gov't tax more, it will spend on those poor kids?
