I had same experince as you got now. CITI bank helped me got the

1. you can borrow money from you IRA account and returned it in 60 days. you need to report the borrow in next year tax return but no penlty and interested. I have asked IRS this.

2. Go to directly lender like citi bank. but there is almost no money to cover you close fee.
