關於捐車， 請教過來人

我是不是在捐之前，也就是現在就可以通知 DMV 和 insurance company to cancel DMV fees and insurance?  還是要等捐完之後，弄這些？  都啥手續？

還有，如果我不開這個車，隻是想在車庫裏，把它拆下來，沒事的時候鼓搗鼓搗，這必須上DMV牌和保險嗎？
