投資房：Seller's credit towards home repair

我們的realtor說因為我們買的是投資房，home inpections後，賣方不能給我們credit towards home repair。如果要修，支票要寫contractor的名字，不能寫我們的名字。我們在賓州，不知道這是不是真的。以前從沒有聽說過。如果有這個法律，是全國都一樣，還是各州不同呢？
