There is no clear definition on what is consider "normal wear and tear" in tx property law.and it seems different landlord has different practice. my understanding is the carpet needs professionally cleaned, not just vacuumed, nails and added fixtures needs removed. And marks on wall are also not normal wear and tear. As to blinds cleaning, that is a gray area.
