下水管子被樹根鑽了，臨街管口有OFFSET，求處理經驗

在自家前院，管子工用探入式攝像頭發現下水管子被根給堵了，這是最近下水管堵的根本原因。他在地麵上做了個標記。我看距離前院一顆大樹（高過一層樓的房頂了）也就4，5米遠。標記周圍沒其他大型植物了。已經請人來修剪樹了，有一說樹冠有多大，地下樹根就有多大。但除了把樹冠剪小外還有其他辦法預防未來問題重生嘛？管子工說做repipe，可是，我擔心往裏麵再叉一道管子，日後也會被樹根刺穿，問題沒根除啊？

修理花費不少，希望能有個一勞永逸的解決方案。

另外，管子工發現水管通到臨街的人行水泥道下麵，與市政管子的接口歪了（offset）。這個難道也算我的責任嘛？屋內的問題是我的，院子裏的問題也是我的，可那個OFFSET都到街邊人行道了啊。不可能是住戶把那個給弄壞了的，如果有OFFSET豈不是鋪設管道的時候沒弄好？或者加州老地震給震歪了？

沒經驗，求指教。
