Yes, you can. It depends on the contract. I have one tenant moved in one of my rental homes which has no garbage disposal. The owners will not allow a disposal to be put in sink. Tenants has to be very carful. Ohterwise, he is responsible for the repair. During the walk in, I particularly mention that to the tenants. He signs the contract. So far, nothing happens.
