It is common, appraisal is subjective...10% variation is normal.

Specially now-a-day appraisers get paid upfront regardless they really don't care what kind of value they give borrowers/loan agents....because nobody can fire them because of the value they bring in is too low...

This is one of the things that politicans did for "mortgage reform"....Not benefiting anyone but adding more burden to consumers...
