很多地方水費/下水費，they all municipal, 是跟房不跟人，所以大部分都是房東自己命下，如果在房客名下而房客不付錢，就自動生成 municipal lien against the property.

商業租客大多NNN，同意原因，他們自己有投資在裏麵，they invested money into the property, so they more willing to pay to keep their business going, 但是同樣道理，如果他們關門大吉了，房東 still have to end to carry the bag.
