Ownership change question

I bought an apartment building with a partner, now he wanted to sell the apartment, because he is a realtor, he makes money by selling and buying.  But I don't want to sell.  So we are agreed upon the market value, i will buy his 25% and owner the whole building and continue the loan ( in both names).  But we don't know how to proceed.  any idea?  title company said:  he will quick claim deed to me.  but I have to pay title insurance, escrow fee, city and county transfer tax, county record fee....  total $3500.  I am not sure if that is necessary.
