In the process of understanding: If she can speak English, why not? For any communication, you want to get your message across to your audience. In her speech, she pronuciated clearly, even though with some stutter - talk with continued involuntary repetition of sounds, especially initial consonants. I admire her courage to speak in non-native language, a way to show her sincerity to the world for a better life for women and children.
On top of everything else, sincerity is the most effective to convey your thought. As a top tier singer, she knows that well. Her training in singing serves well in speaking English.

Director-General Bokova, Ladies and gentlemen,
It gives me a great pleasure to join you for this important initiative as the UN marks its 70th anniversary.
Education is very close in my heart. My father grew up in a very small village in China. In those days, not many villagers could read. So my father opened a night school to teach them how to read. With his help, many people learned to write their own names; with his help many people learned to read newspapers for the first time; with his help, many women were able to teach their children how to read.
As his daughter, I know what education means to the people, especially those without it. After generations of hard work, China has come a long way in education. I myself am a beneficiary of that progress. Otherwise I would never become a soprano and a professor of musical.
I am following my father’s footsteps by teaching at China’s Conservatory of Music to help continue China’s success story. I want to thank Director-General Bokova and UNESCO for naming me the Special Envoy for Women and Girls Education. I am truly honored to work with the UN and do something about Global Education. I have visited many schools around the world. I’ve seen first-hand on how much we can do for education.
Education is about women and the girls. It is important for girls to go to school because they will become their children’s first teacher someday. But women still account for over half of the world’s poor in population and 60% of adults who can’t read.
Education is crucial in the addressing such inequalities. In China, Spring Bud Education Program has helped over 3 million girls go back to school. Many of them have finished university education and they are doing well at work.
Education is about equality. In poor countries and regions the number of school dropouts is astonishing. We call for more educational resources to these places.
Education is about the young people. Young people are the future. Education is important because it not only gave young people knowledge and skills but also help them become responsible citizens. As the UNESCO special envoy and the mother myself my commitment to education for all will never change.
Many years ago my father made a small difference in his village. Together we can make a big difference in the world. I was once asked about my Chinese dream. I said I hope all children especially girls can have access to good education. This is my Chinese dream. I believe one day education first will no longer be a dream, it will be a reality enjoyed by every young woman on this planet.

讚一讚彭麗媛聯合國全程英文發言

9月26日下午,作為聯合國教科文組織特使彭麗媛參加“可持續發展教育優先高級別會議”和“每個婦女 每個兒童”兩場高級別活動。彭麗媛用英文發表兩場演講,談及童年、夢想和公平,呼籲國際社會支持對女孩的教育以及對婦女、兒童和青少年生命健康的關注。
看到這這條新聞,瑪希婭迫不及待地打開視頻,認真地聽了彭麗媛的英語講話。盡管她的語音並不完美,但吐詞清晰,意思表達十分明白。不得不由衷地為她叫好。
我的先生是曆史學家,大學教授,主講日本、中國等亞洲曆史。先生掌握英語,日語和法語。但可惜的是,由於不懂中文,他不能直接閱讀中文文獻。除了多次去中國參觀、訪問、通過切身經驗得到中國的一些人文知識之外,他所得到的有關中國的資料和信息都來自於第二手材料。在我們家,常常會因為中國問題而產生分歧,每次我都得把各種資料和信息翻譯給先生看,但先生常常認為:作為常人,我們都有自己的偏見,可能我會因為自己強烈的愛國心,而忽視一些與現實的問題和觀點。當我看完彭麗媛的視頻之後,我激動地叫來先生,和他一起重新看了彭麗媛發言的視頻。先生看完之後,由衷地稱讚到:“這真是一個非常棒的發言,主題明確,但願所有的中國的孩子特別是女孩都能如彭麗媛所希望的那樣,接受良好的教育”。
彭麗媛用自己的語言贏得了先生的讚賞,從先生的評論中,我們可以看到,彭麗媛用英語發言,1.提起大家對於她的話題的興趣,中國的第一夫人的英語怎麽樣,去聽一聽。2. 不用借助他人,直接、有效地向會英語的外國朋友表達了自己的意見,主張。3. 更親民,用英語拉近和聽眾的距離。
當然,對於彭麗媛該不該在聯合國用英語演講褒貶不一。有人認為,中文也是聯合國的官方語言,因此作為一個國家的首腦夫人,必須自尊,尊重自己的文化。如果在聯合國不用中文,而用英語,那麽這就是崇洋,勢必引導國民崇洋的習氣。 中國人要想被人尊敬,就必須要有民族自豪感,那麽在聯合國這樣一個公共場合發言,就一定要用英語。
對這樣的觀點,瑪希婭不敢苟同。在聯合國講不講英語和一個人的名族自豪感沒有關係,語言是一種溝通的工具。人和人的交流,除了語言之外,更是情感的交流。彭麗媛用英語發言,除了表達了自己的夢想、主張之外,更拉近了她與聽眾的距離。盡管彭麗媛可以用中文發言,讓同傳翻譯把她的話翻成英語,但同樣的這些話從彭麗媛口中和傳翻譯口中說出起到的作用不能相提並論。即使是同聲翻譯,也會比原講話者慢1-2拍。我曾經做過同聲翻譯,通常在講話者講了半句、一句話之後,同傳才開始翻譯。有時,同傳還沒有翻完,而講話者已經開始下一段了。聽眾對於講話的反應常常是在同傳結束之後,比如,鼓掌。這樣,發言者不得不停下來,等到掌聲稀疏之後,才能繼續發言。這裏有一個時間上的錯位,講話者的發言時不時會被打斷,造成發言的不連貫。
至於彭麗媛的英語發音是不是準確,單詞之間有沒有連讀? 輔音該不該發出來?這些都沒有問題,因為,聽眾都明白:彭麗媛是中國人,英語不是她的母語,如果在語音上有些瑕疵沒有關係,他們是來聽彭麗媛的發言,了解她的思想,隻要聽懂了,理解她的意思了,就達到了目的。其實,因為彭麗媛有聲音聲樂天賦,她講的英語很不錯。和安倍到美國訪問時所說的英文、教宗在美國的發言相比,聽起來舒服多了。
我就職的大學有來自世界各地的教授和學生,除了那些自幼在北美長大,沒有絲毫口音的幾乎很少,但這都不妨礙大家交流和溝通。口音的輕重和語言流暢沒有很大的關係。其實就是在以英語為母語人之中,也有各種不同的口音,英國腔,印度腔,澳洲腔。此外,就是在美國,各地也有不同的腔調和口音,比如美國南部有濃重的口音,非裔美國人又有與眾不同的口音。因此,我們不應該因為彭麗媛講英語中的口音等問題而耿耿於懷。
