The word ''thousand'' is not used in plural form if there is a number before it. But if you said ''thousands of people', that would be correct.
For the usage of 'the' before the word 'police', I am not quite sure about it, but I feel it is both right here with or without “the". Refer to following link, where you can find many instances of the usage of 'the police'.
