just about every country is a member of the WTO these days. so an author's right to derivative work is automatically protected in every WTO country. however, their ability to sue you and get damages might be limited by some other factors.
for example, to sue in US and get damages for copyright infringement, the book has to be registered in the US copyright office. different countries might have their different rules.
to sum it up, yes, most likely you would infringe the copyright of the original book. but whether you have liability or not is a different question.
