Copyright only protects the expression, not the idea. so if you write your own book based on the same idea, then it is not a derivative work. but if you say it is "改寫“，then more than likely it will be a derivative work, because otherwise it would not be "改寫”，it would just be a new paper based on the old "public" idea.
